Horizon Europe: Calling all crisis response innovators

The new European Commission research and innovation Horizon Europe Programme has been launched. With a total budget of €95.5 billion over the next five years, Horizon Europe is the EU’s key funding programme for research and innovation.

The research and innovation programme facilitates collaboration and strengthens the impact of research and innovation in developing, supporting and implementing EU policies while tackling global challenges. It supports the creation and better dispersal of excellent knowledge and technologies.

The Horizon Europe Programme will also create jobs, fully engaging the EU’s talent pool, as well as boosting economic growth, promoting industrial competitiveness and optimising investment impact within a strengthened European Research Area.

For crisis response professionals and practitioners across government, academia and the private sector, the Horizon Europe research and innovation opportunities included in Cluster 3: Civil Security for Society of the programme will be of great interest.

The Cluster 3 Work Programme will support the implementation of EU policy priorities relating to security, including cybersecurity, and disaster risk reduction and resilience. In addition, it will build on lessons learnt from the Covid-19 crisis in terms of prevention, mitigation, preparedness and capacity building for crises and it will focus on improving cross-sectoral aspects of such crises.

The Civil Security for Society cluster of the call for proposal areas will support the European Commission policy priority, ‘Promoting the European way of life’, as well as the ‘European Green Deal’ and ‘Europe fit for the digital age’. In particular, it will support the implementation of the EU Security Union Strategy and EU Disaster Risk Reduction policies.

Projects are now being sought which will develop new knowledge, technologies and/or other solutions with a specific focus on enhancing disaster risk reduction based on preventive actions, better societal preparedness, and resilience and improved disaster risk management.

To maximise the Horizon Europe programme research and innovation opportunities for the crisis response community, the Crisis Response Journal (CRJ) is here to help. CRJ understands that engagement, communication, dissemination and exploitation activities are an integral part of research and innovation projects within the Civil Security for Society cluster. They are critical to the success of project delivery and the CRJ can help project research and innovation consortia with such activities.

CRJ also recognises the challenges that consortium partners can face in ensuring effective communication and dissemination activities are delivered, while simultaneously progressing complex project tasks and deliverables within project timescales. It is important to raise awareness of the European Commission research and innovation funding programmes and the CRJ provides project consortium partners with unrivalled opportunities to raise awareness of their activities, and to engage stakeholders in order to maximise the impact of results and outcomes. 

The new Horizon Europe Programme provides excellent opportunities to progress cutting edge research and innovation as part of international multidisciplinary consortium partnerships and the CRJ can help partners amplify exploitation and accelerate commercialisation opportunities.
